Hard to tell from the photo, but are you located near the sea in Portugal? If so it might be salt deposits from the sea spray?

Can you wipe it off? Is it pitted or raised?

No idea really, just throwing it out there.

I cannot wipe it off and it definetly looks like it's pitted.

And yes I live near the ocean could the salt create this in the frame?

The paint on the S1R frame is a joke - its so thin you can see the silver underneath - which means it can corrode easily especially in salty conditions. Wash throughly and treat with something like ACF50 - if not, you may need to get it sprayed in a matching colour.

Yep looks like corrosion. I live near the ocean as well and try to keep mine in the garage when its not being ridden.
